The Only Thing We Have To Fear

The point of terrorism is to cause terror, sometimes to further a political goal and sometimes out of sheer hatred. The people terrorists kill are not the targets; they are collateral damage. And blowing up planes, trains, markets or buses is not the goal; those are just tactics. The real targets of terrorism are the rest of us: the billions of us who are not killed but are terrorized because of the killing. The real point of terrorism is not the act itself, but our reaction to the act.

And we're doing exactly what the terrorists want.

We're all a little jumpy after the recent arrest of 23 terror suspects in Great Britain. The men were reportedly plotting a liquid-explosive attack on airplanes, and both the press and politicians have been trumpeting the story ever since.

Regardless of the threat, from the would-be bombers' perspective, the explosives and planes were merely tactics. Their goal was to cause terror, and in that they've succeeded.

Imagine for a moment what would have happened if they had blown up 10 planes. There would be canceled flights, chaos at airports, bans on carry-on luggage, world leaders talking tough new security measures, political posturing and all sorts of false alarms as jittery people panicked. To a lesser degree, that's basically what's happening right now.

Our politicians help the terrorists every time they use fear as a campaign tactic. The press helps every time it writes scare stories about the plot and the threat. And if we're terrified, and we share that fear, we help. All of these actions intensify and repeat the terrorists' actions, and increase the effects of their terror.

The implausible plots and false alarms actually hurt us in two ways. Not only do they increase the level of fear, but they also waste time and resources that could be better spent fighting the real threats and increasing actual security. I'll bet the terrorists are laughing at us.

Bruce Schneier is a great writer on cryptography and security issues. And here he has written a load of bunk. Offhand, one of the few accurate descriptions he wrote was "We're all a little jumpy", which happens to be several orders of magnitude different from "we're in terror". You know what terror is? It's a successful attack. It's 9/11. Terror is blood and death. Terror is not 23 people arrested before they stepped foot on a plane. There's a reason that was generally described as a "foiled plot." Incidents like the jet escorted back to Amsterdam, which appears to be a false alarm, isn't terror. Overreaction, probably, but you've gotta be kidding me if you think the terrorists think that was some kind of success. Talk about low standards for victory. "Ahmed, I just won a match of Halo online. This is a great victory for al Qaeda!"

Terrorists don't give a f&@#! about your civil liberties! Causing airline passengers inconvenience is not a victory for them. They are not members of the ACLU and are indifferent to possible violations of our civil liberties.

Here's a handy list of things terrorists might consider victories:
1) Explosions
2) Deaths
3) US out of the Middle East
4) Destruction of Israel
5) Creation of an Islamic caliphate

"Inconveniencing people trying to take water bottles onto airplanes" doesn't quite compare, does it?

Oh, and one more thing: Instapundit highlighted this comment: "What's to stop terriorists now just getting on flights and acting suspiciously on purpose. If no crime was committed (I was just checking my watch, saying my prayers, going to the bathroom etc.) they can cause disruption, create paranoia and terror at will and get off scott free." Well, they would most likely draw unwanted attention to themselves and possibly be investigated, but besides that, that's essentially defining terrorist victory down to an episode of Punk'd. "Muhammed, let's get our cell together, and all dress up as Best Buy employees and confuse the Zionist Crusaders. We will make it more difficult to find 1GB flash cards and Adam Sandler DVDs, striking terror into their very souls!"

Seems to me that what Bruce Schneier has wrong is that terror is not the goal, either. Terror is the tactic. The strategy terror is supposed to support is to gain more power than their numbers, education, economics and technology could otherwise command. Not to mention their philosophy is shit.

The purpose of that strategy is to force other global powers and memes to relent enough to give them a foothold on the world and eventually take it.

Terror alone is very rarely a goal, or a purpose. Even if you implement a tactic successfully, it doesn't actually mean the tactic was a success in the sense that it supported your strategy or your goal.

9/11 was implemented successfully. The towers fell. The result was that they lost Afghanistan and Iraq. Taking an action that is intended to cause terror may simply result in causing fear. Though the act is considered terrorist the result is retaliation.

Since, they are weaker than we are in terms of means, alerting us to what they wanted was a bad use of their tactic, terrorism.

I can see both sides now thanks to this enlightened discussion. I was always of the opinion that if the terrorists really wanted to terrorize us, their next target(s) would be Middle America - Iowa, Kansas, etc. But clearly their aim is not simply terrorism; it's the stuff afterward as mentioned by Dork.

Still some of these folks clearly get off on terror as the goal instead of the means. If you're giving yourself willingly to the cause (i.e. blowing yourself up in a crowded market or plane), you must have a certain tendency toward the dramatic.

Doesn't much matter whether terrorism is their goal, or merely a tactic. They're using it, and it worked even though it was nothing more than a crazy, chemically implausible idea. Tens of millions of dollars of economic damage was caused (to be conservative), nevermind the cost of the moisture police and the iPod confiscators. It succeeded because people like Bush and the U.K. government hyped a crackpot scheme into a real threat. It would seem that the interests of the terrorists and the interests of the governments who fight them have been aligned. Both parties want people to be afraid of terrorists... one group because it causes huge economic damage to their target, and the other because it makes people more likely to support action against the terrorists.

Mark: I fail to see how potentially bringing down nine airliners and up to 4000 people can be dismissed as "a crackpot scheme". The weapon was sufficiently powerful, but impractical. It's too volatile to assemble ahead of time, and it's too tedious a synthesis to do while in a flight. Did you read any of the links?

How many people they wanted to kill, and how long they've been planning it have nothing to do with feasibility.

I could plan to wipe out the state of Georgia by shooting everyone in the head with a nail gun, but would you worry?

Have you reach stage two of the disorder but still supporting the team, watching, buying tickets and memorabilia etc. This is known as the Helsinki strain of the disease where you actually fall in love with your hostage holders.

4) Have you or a friend ever...sat idle while thousands of illegal immigrants marched in your city, disrupted your daily commute as they demanded rights, access to services and earned the disproportionate attention of YOUR ELECTED officials? Did you fall into stage three? Actually feeling sorry for the poor employers who have been forced to hire this labor pool so that they can compete with foreign-based businesses due to an unequal playing field constructed by YOUR ELECTED officials?

5) Are you at stage 4? When you are driving to work and notice your fuel gauge is nearing "E" and you pull into the nearest Hostage Fueling Depot are you resigned to accept that this is the American dream or free enterprise? Has the memory of a time when "service" stations actually provided a service fallen out of your biological hard drive? Have you noted that to get air for your tires or water for the radiator now costs 50 cents? (No, not the rap artist).

6) Are you at stage 5? Have you or someone you know come to the conclusion that the WAR on TERROR requires that you accept an open-ended trampling of your civil liberties. Did you watch and passively pass by as the security screen demanded that the 75 year old lady remove her wig, where it was discovered that the metal detector accurately discovered the presence of "bobby pins" holding the last strands of natural hair? Did you also see and do nothing as the 22 year old Pakistani carrying the book "the evil of America" was apologized to as the screener asked to peek inside the back pack making that curious ticking noise? Does it seem normal to you that we are at War, but the borders to this nation can be as porous as if we were not?

7) Please tell me you aren't at stage 6? Have you sat down flipping through your TV screen seeking a half-hour escape from reality. You have resigned yourself to the premise that while we are told we are at war with terrorists...we have no plans to encircle the un-controlled region of Pakistan (where Bin Laden is) and engage the supporters of terror there? Have you forgotten to demand from your commander and chief that the war on terror should (at a minimum) engage the enemy?

8) If you are at stage 7, it maybe too late! We can however offer some pain mitigations as you fall into the last stages of the illness. Have you eyes started to blur as you try to distinguish between the Do-Nothing Democrats and the Used-to-be Conservative Republicans? Have you found it difficult to imagine the power you actually have to throw the bums out? If you illness has reached this stage you have two options;
a) Seek out your vice of choice (Vodka, Bourbon, Prozac etc) and up the dosage
b) Get off your bum ass and support someone (regardless of their current poll numbers) who is speaking to the issues you used to care about. In short, fake it until you make it!
