*** Yes, cranky Bill Quick may have misjudged the scope of an interventionist policy designed to strategically stabilize a region:

There aren't a whole lot of options for the "Intelligent Designer" besides God. It would either be a blind, deaf, brainless single-celled designer or maybe the energy being from Season 3 Episode 7(*)

Actually, the Intelligent Designer is a 7th grader of the UberUniverse doing a science project for the science fair. While he's got some technical aspects down pretty well (eyesight, wings) others, like human knees and human intelligence will keep the project at a B minus level.
