I stand corrected, "B." But yeah, if anything I think that makes it worse. That raises the possibility that he's not wearing it ironically, but that he's being completely sincere.

I wonder if Marshal Wannabe realizes that he's wearing an Soviet Interior Army uniform. The Vnutreye Voyska had the primary job of supporting the militsiya (police) in riot control, so that means dude wants to be a head-cracking thug! Great career aspiration!

I knew minoring in Russian would come in handy eventually.
